Project description

This project aims to provide the comprehensive technical assistance in the gas sector with the main focus on the analysis of potential use of the gas pipelines as well as the gas storages for the purpose of hydrogen transit and storage and also to support the Ministry of Energy of Ukraine developing key areas of state policy on renewable gases, ensuring alignment with the EU’s acquis on renewable gases. It is expected that the results of the project will contribute to creation of the hydrogen market in Ukraine and implementation of the relevant gas sector reforms.

Job description

The Team Leader will have overall responsibility for the strategic coordination, technical direction, quality assurance, and stakeholder engagement of the Technical Assistance (TA) intervention. In addition to leading and managing the expert team and work plan implementation, the Team Leader will provide technical leadership on the development of Ukraine’s renewable gas and hydrogen policy frameworks, market strategy, and alignment with EU climate and energy objectives.

Key Responsibilities:

  • Provide strategic leadership and quality control across all project components.
  • Coordinate input of the technical team and ensure delivery of all reports and outputs.
  • Represent the project to the EU Delegation, Ministry of Energy, and stakeholders.
  • Ensure policy recommendations are aligned with EU best practices.
  • Oversee planning, monitoring, risk management, and capacity building components.

Qualifications

Minimum Requirements 

Education:

  • Master’s degree (or equivalent) in Energy Policy, Economics, Engineering, Environmental Studies, Public Administration, Law, or a relevant discipline

General Experience:

  • Minimum 12 years of professional experience in the energy sector, with a focus on policy design and implementation, strategy development, institutional or market reform process.
  • At least 5 years of experience as Team Leader on EU-funded (e.g., NDICI, ENI, IPA) or other donor-funded technical assistance projects, preferably in Neighbourhood (Eastern Partnership countries) or Enlargement countries.

Specific Experience: 

  • At least 7 years of experience in energy policy, hydrogen strategy, or energy transition planning, specifically covering: 
  • Development or implementation of national energy or climate strategies
  • Integration of renewable gases (e.g., green hydrogen, biomethane) into national energy systems
  • Familiarity with EU energy and climate acquis, including:
    • EU Hydrogen Strategy
    • Renewable Energy Directive (RED II/III)
    • Hydrogen and Decarbonised Gas Market Package
    • Gas market liberalization and energy security policies
  • Experience advising governments, ministries, or regulatory agencies on aligning with EU energy frameworks
  • Proven experience in managing or advising on hydrogen market development, including pilot projects, incentives, infrastructure planning, and certification systems
  • Oversight of stakeholder engagement processes, policy dialogue, and multi-institution coordination
  • Experience working in Ukraine or Eastern Partnership / Energy Community countries.
Language Skills:
  • Excellent command of English (written and spoken) – C1 level minimum
  • Knowledge of Ukrainian or Russian is a strong asset.
