Project description

The overall objective of this project is to support Ukraine in its EU membership path and further alignment with the provisions of Chapter 27 of the EU acquis on environment while strengthening country`s resilience and capacity to respond to the impacts generated by Russia’s war of aggression.

The specific outcomes are as follows:

1.    the environmental legislation is enhanced in line with Chapter 27 of the EU acquis;
2.    the capacity of Ukraine’s public authorities is strengthened to implement the reforms, enforce the legislation in the area of environment, pursue the green recovery and reconstruction effort including via cross-sectoral mainstreaming of environment; 
3.    public access to environmental information is improved and public awareness raised on the benefits of environmental reforms and green reconstruction is increased.   

Job description

The Team Leader's tasks will include, at least:

  • Managing the project team and coordinate project activities between stakeholders;
  • Assuming responsibility for the overall implementation of the project activities and achievement of project results;
  • Monitoring progress in line with the approved work programmes and budget provisions so as to ensure timely achievement of the interim progress milestones and ultimate project results, as well as a high quality of all project outputs;
  • Provide expertise in expected outcomes :
          - Legal framework, standards and policies aligned with the provisions of the EU acquis as well as capacity of Ukrainian stakeholders in the area of air quality, industrial pollution, water quality, waste management is strengthened;
          - Strengthened capacity of Ukraine in the framework of the enlargement process under Chapter 27 of the EU acquis on environment (provisions of the acquis on climate are not part of this contract);
          - Improved implementation of EU horizontal legislation related to environmental assessments and cross-sectoral mainstreaming of environment and climate with the view to ensure green recovery and reconstruction;
          - Strengthened environmental compliance assurance, including improved environmental monitoring and strengthened capacity of environmental inspectorate;
          - Communication of environmental reforms and awareness raising campaigns on green reconstruction conducted. 

  • Be responsible for detailed analysis of all the outputs and correspondence produced or circulated by the project and their full quality assurance, ensuring the application of EU standards and procedures ;
  • Contribute to other activities of the project team, details of which will be presented in the contractor's organization & methods.     

Qualifications

  • At least a master degree (or equivalent) in environment, law, economics, biology or directly related discipline, or bachelor in the same field plus four years of relevant professional experience; 
  • Advanced English language skills of at least level C1 (understanding, speaking, writing) required; 
  • Asset: Language skills in Ukrainian of at least B2 (understanding, speaking, writing).
General professional experience
  • At least 10 years of professional experience relating to the formulation or implementation of policy, development programmes, legislation, institutional reform or sectoral support programmes in the environment sector. Such professional experience working at central government level (Ministries, Departments or Agencies) will be considered an asset.
 
Specific professional experience 
  • Management experience as Team Leader (or equivalent) in at least 2 technical assistance or consultancy projects, each of minimum 12 months’ duration, or at least 2 years of management experience in an EU MS public administration; 
  • At least 5 years of experience in chapter 27 related environmental policy formulation or implementation or monitoring or EU acquis alignment in an EU Member State or EU candidate country or EaP country;Asset: professional experience in environment in Ukraine.
