Team Leader / Legal Expert (minimum input 550 working days)
Project description
The overall objective (Impact) to which this action contributes is to enhance Ukraine’s energy security and independence while supporting the implementation of reforms in Ukraine’s energy sector in accordance with the EU’s energy acquis and Ukraine’s commitments under the Energy Community Treaty, including obligations for the candidate country.
The technical component is to support the Ministry of Energy of Ukraine, GTSO and UTG in evaluating the feasibility of hydrogen transportation and storage using the existing gas infrastructure.
The legal component is to assist the Ministry of Energy of Ukraine in developing key areas of state policy on renewable gases, ensuring alignment with the EU’s acquis.
Job description
- Task 3. Design the legislative framework for development of renewable gas market in Ukraine
- Activity 3.1: Analysis of legal regulation of renewable gases and hydrogen in the EU and Ukraine, identification of gaps and proposals for the approximation of Ukrainian legislation to the EU’s acquis.
- Activity 3.2: Support to the Ministry of Energy of Ukraine in the development of draft legal acts (both laws and bylaws) to establish the legal framework for renewable gases and hydrogen in particular, in Ukraine.
- Task 4. Support in reviewing legislation for EU accession negotiations
- Activity 4.1: Legal quick check of documents developed by the Ministry of Energy of Ukraine within self-screening of Ukrainian legislation in energy sector for compliance with EU Energy legislation.
Qualifications
1.1: At least a Master degree (or equivalent) in Law or a bachelor degree in the same field(s) plus at least 880 FTE of relevant professional experience.
1.2: Advanced English language skills of at least C1 (understanding, speaking, writing in accordance with the Common European Framework of Reference for Languages (CEFR)) required.
1.3: Asset: A good command of Ukrainian of at least level B1 (understanding, speaking, writing in accordance with CEFR).
General professional experience:
1.4: At least 2 200 FTE of professional experience in the energy sector.
Specific professional experience:
1.5: At least 1 000 FTE of professional experience with regulatory and legal frameworks relating to gas transmission, hydrogen and renewable gases to achieve compliance with the EU energy acquis.
1.6: Proven management experience as team leader or programme coordinator (or equivalent) in at least two (2) technical assistance projects each of minimum 12 months’ duration, or at least 440 FTE of management experience in the gas or renewable energy sector.
1.7: Asset: Experience conducting the legal gap analyses and proposing amendments for approximation of Ukraine legislation in line with EU acquis.
