International EU Team Leader and Key Expert in Private Sector and Investments
Project description
The project establishes an EU Cooperation Facility in the Philippines, which provides the EU Delegation with flexible, rapidly mobilisable expertise and support services for policy dialogue, programming and implementation of the MIP 2025–2027 and the Global Gateway Strategy. The aim is to provide support for the Team Europe approach, green/digital transition, inclusive partnerships (government, private sector, civil society, youth, women, vulnerable groups) and data-driven communication in order to increase the EU's visibility and awareness in the country.
Envisaged services: On-demand support for the EU Delegation, including policy analysis, programme formulation and monitoring, engagement of the private and financial sectors, promotion of sustainable investment and value chains, mainstreaming of cross-cutting issues (gender, inclusion, human rights, climate, environment, conflict sensitivity) as well as planning and implementation of events, studies, training courses and communication campaigns.
Job description
Key Expert 1 will be acting as Team Leader as well as specialist in the field of private sector and investments. As such, Key Expert 1 can be mobilised to provide expert inputs in addition to retaining Team leader functions.
Qualifications
- At least university degree in a field related to business administration, economics, trade and investments. In the absence of a degree, professional experience of at least 3 years in any or a combination of the above fields. A masters’ degree or higher in any of the aforementioned fields will be considered an asset.
- Coordination and communication skills, as evidenced by previous assignments in requiring engagement with a plurality of stakeholders in dynamic and culturally diversified professional environments;
- Excellent drafting and reporting skills to be demonstrated by highlighting relevant responsibilities in the expert’s track record.
General professional experience
- At least two years professional experience in donor funded development cooperation programmes with focus on public policy reforms and policy dialogue;
- Professional experience working with the integration of cross-cutting issues (a combination of, for instance, cross-cutting issues of governance and the rule of law, gender, inclusion, environment and climate change, demonstrated via the expert’s professional track record);
- Knowledge of the external dimension of EU priorities related to international partnerships and development cooperation, trade or private sector, demonstrated via the expert’s professional track records will be an asset.
- At least one assignment in a Team Lead position in a development cooperation programme, of a duration of at least one year;
- Minimum three years professional experience advising on public and private investments for sustainable development, or sustainable private sector development;
- If this professional experience is in the context of programmes focusing on green economy, climate, energy, transport and/or digital, it will be considered as an asset;
- Professional expertise in this field in Asia will be considered an asset.
Language Skills
- Excellent writing and speaking skills in English.
