Cooperation for Enhancement of the SADC Regional Economic Integration (CESARE)

The project's aim is to increase the availability, quality, and affordability of sexual and reproductive health (SRH) products in the SADC region.

It does this by:
  • Strengthening regional pooled procurement and financing systems,
  • Enhancing regulatory harmonisation and supply chain management capacity, and
  • Supporting local manufacturing of quality-assured SRH commodities.
Overall, the project supports the Team Europe Initiative on Sexual and Reproductive Health and Rights (TEI SRHR) under the CESARE III framework to improve access to essential SRH products and advance gender equality and health outcomes across SADC.

Job description

The expert will be based at SADC headquarters, or a location to be determined, and will coordinate, support and implement pooled procurement activities including but not limited to:

  • Support establishment of Special Purpose Vehicle for SADC Pooled Procurement Services (SPPS)
  • Serve as Project Manager/Officer for all SPPS activities under SADC
  • Support any actions recommended by SADC Bodies in relation to SPPS
  • Support operationalisation of SPPS as necessary
  • Reporting of key SPPS Indicators
  • Support the operationalisation of SADC Medicines Database
  • Coordinate with other experts (short term pooled procurement and finance experts)
  • Online participation in relevant partner and GIZ meetings and workshops
  • Tasks and activities will be further defined during the inception phase of the project.
The assignment is foreseen for 20 months (with possible extension), starting in March 2026.

Qualifications

  • University degree (Master’s) in Supply Chain Management, Public Health, International Development, Business Administration, Economics, or related field. MBA or equivalent advanced management qualification preferred
  • 7 years of experience in pooled procurement and national procurement mechanisms. Proven experience of SADC institutional frameworks, pharmaceutical quality assurance systems, and experience establishing Special Purpose Vehicles or similar procurement entities
  • 7 years of senior management experience with disciplinary responsibility for 10 or more people and budget management of EUR 5 million or more.
  • 1 year of experience in matrix management across multiple organizations. 
  • 5 years of combined professional experience working in the SADC region.
  • Additional 3 years of experience working in other developing country contexts. Demonstrated Understanding of Regional Economic Integration Challenges
  • 2 years of professional experience in the SADC region
  • 5 years of experience in financial management 
  • Digital health systems and database management experience : Provide evidence of relevant technical skills (e.g. system design, data integration, user training). Please provide 2 references/projects that demonstrate work done in this area.
  • Knowledge of SADC institutional structures and decision making processes. Provide 2 reference project of past work engaging with SADC bodies or processes.
