Project description

This EU-funded technical assistance project aims to strengthen public financial management (PFM) in Bangladesh by supporting key government institutions in implementing the PFM Reform Strategy 2025–2030. The project focuses on improving fiscal governance through digitalization, enhanced revenue systems, better budget planning, and stronger macroeconomic statistics. 

Job description

The Revenue Governance Expert will support the strengthening of domestic revenue mobilization and tax administration systems in Bangladesh. The role focuses on improving revenue policies, compliance, and institutional capacity, contributing to more efficient, transparent, and sustainable public finance management. 

Key Responsibilities include:

  • Provide technical expertise on revenue governance, tax policy, and compliance management to support PFM reforms.
  • Support modernization of tax administration systems, including digital solutions (e.g. e-filing, data systems) to improve efficiency and compliance.
  • Strengthen revenue mobilization, including broadening the tax base, improving taxpayer services, and enhancing reporting accuracy. 
  • Advise on implementation of revenue reforms and strategies, including separation of tax policy and administration and long-term revenue planning.
  • Ensure alignment with international standards and best practices in tax governance and administration. 
  • Support capacity building and institutional strengthening of revenue authorities and related stakeholders. 

Qualifications

  • A Master’s degree in economics, financial management, law or another relevant field (or, in the case of a Bachelor’s degree, an additional 4 years of relevant professional experience) is required.
  • Excellent command of oral and written English (C1) is required.
  • At least 7 years of experience strengthening revenue collection, and/or tax and/or customs compliance management frameworks is required.
  • At least 5 years of proven experience implementing and/or optimizing revenue policies and reform programmes is required. 
  • Experience supporting the modernization of tax and/or customs administrations, including the use of technology to improve efficiency, compliance and revenue collection is an asset.
  • Previous experience in revenue collection, and/or tax and/or customs compliance management frameworks in Southern Asia is required.
