Project description

This EU-funded technical assistance project aims to strengthen public financial management (PFM) in Bangladesh by supporting key government institutions in implementing the PFM Reform Strategy 2025–2030. The project focuses on improving fiscal governance through digitalization, enhanced revenue systems, better budget planning, and stronger macroeconomic statistics.

Job description

The Team Leader will be responsible for the overall coordination, management, and quality delivery of the EU-funded technical assistance project supporting Public Financial Management (PFM) reforms in Bangladesh. The role combines strategic leadership, technical expertise, and stakeholder engagement.

Key Responsibilities include:

  • Lead project implementation, providing strategic direction and overseeing planning, execution, and monitoring of activities and outputs. 
  • Manage and coordinate the project, acting as main interlocutor with the EU Delegation and national counterparts; lead expert teams and ensure timely delivery of work plans and reports. 
  • Provide technical leadership on PFM reforms, including revenue mobilization, budget planning, macro-fiscal analysis, and governance, integrating digitalization, gender, and climate aspects.
  • Ensure quality assurance, delivering high-quality, evidence-based outputs and supervising analytical, advisory, and capacity-building work. 
  • Engage stakeholders and support policy dialogue with key institutions and development partners.
  • Oversee capacity building and knowledge transfer, promoting institutional strengthening and sustainable reform. 

Qualifications

  • A Master’s degree in economics, finance, accounting, law or another relevant field (or, in the case of a Bachelor’s degree, an additional 4 years of relevant professional experience) is required.
  • Excellent command of oral and written English (C1) is required.
  • At least 7 years of experience in public finance management is required.
  • At least 5 years of experience in a team-lead/management role delivering policy dialogue and technical assistance in support of public finance reform programs is required.
  • Experience supporting the modernization of budget planning, execution and/or monitoring systems, including performance-based budgeting and results-oriented management is an asset.
  • Previous experience working on PFM and/or PFM reforms in Southern Asia is required.
  • Oversee capacity building and knowledge transfer, promoting institutional strengthening and sustainable reform.
