Assignments may include support to Ministries of Health and implementing partners in areas such as financial oversight, programme monitoring, procurement and supply chain management, and strengthening accountability mechanisms.
Job description
The National Procurement Specialist will support the team in the execution of the overall responsibilities of the assignment. The main (but not only) responsibilities are the following:
- Review procurement procedures and documentation related to programme activities
- Assess compliance with national procurement regulations and donor procurement requirements
- Evaluate tendering processes, bid evaluations, and contract management procedures
- Identify procurement risks or irregularities
- Provide recommendations to strengthen procurement transparency and efficiency
Qualifications
The National Procurement Specialist will be required to possess the following qualifications and professional experience:
- A Bachelor Degree in Procurement, Business Administration, Law, or another relevant discipline
- At least five years of professional experience in procurement management
- Experience with public procurement systems and donor-funded programmes
- Strong knowledge of procurement compliance and internal control systems
- National expert based in one of the following countries: Myanmar, Papua New Guinea, Lao PDR, Solomon Islands, Cambodia, or Timor-Leste
- Fluency in written and spoken English is required
