Project description
The project aims to recruit a Local Fund Agent (LFA) to provide independent oversight of Global Fund grants in Ivory Coast and Cabo Verde. It focuses on ensuring the effective implementation of programs targeting HIV, tuberculosis, malaria, and health systems strengthening.
The LFA is responsible for verifying financial management, program performance, and data quality across all stakeholders. The overall objective is to ensure transparency, accountability, and value for money in the use of Global Fund resources.
Job description
The Finance Expert is responsible for providing financial oversight and assurance on Global Fund grants. The role focuses on assessing financial systems, ensuring compliance, and supporting accurate financial reporting.
Key Responsibilities include but are not limited to:
- Review and assess financial management systems and internal controls
- Analyze budgets, expenditures, and financial reports
- Verify the accuracy and reliability of financial data
- Ensure compliance with Global Fund financial guidelines
- Support validation of financial deliverables and reports
- Identify financial risks and provide practical recommendations
- Collaborate with other experts for integrated analysis
Qualifications
- Professional certification (e.g., CPA, CMA, ACCA, CFA) is highly desirable
- Alternatively, a degree in Finance/Accounting with strong experience
- At least 2 years post-qualification experience preferred
- Minimum 5 years of relevant financial experience, including: financial accounting and transaction analysis; budget review and negotiation; financial systems and internal controls assessment; financial statement and audit report review
- Experience in LFA (Local Fund Agent) and/or FA (Fiscal Agent) projects is required
- Based in Ivory Coast/Cabo Verde or at least in West and Central Africa
- Recent international experience is required
- Recent experience in Cabo Verde and/or in Ivory Coast is highly desirable
- Good knowledge of the local accounting framework, financial management systems and procurement processes
- Familiarity with Global Fund budget and reporting guidelines
- Strong analytical and problem-solving skills
- Proficiency in English and French is required
- Portuguese is highly desirable
