GFA Consulting Group is seeking experienced Programmatic Specialists to support the effective implementation, monitoring and performance of Gavi-funded programs, ensuring strong linkages between programmatic results and financial management.
Job description
The Programmatic Specialist supports Ministries of Health and PMUs in monitoring program implementation and strengthening results-based decision-making.
Key responsibilities include:
- Monitoring program implementation progress and absorption rates
- Review of budgets from a programmatic relevance and feasibility perspective
- Cross-checking programmatic data with financial and procurement data
- Support to M&E systems and performance indicators
- Identification of implementation bottlenecks and corrective actions
- Support to annual operational planning and reporting
- Capacity building of government staff in program management and M&E
- Close collaboration with finance and procurement specialists
Qualifications
- Master’s degree in Public Health, Medicine, Pharmacy or related field
- Minimum 5 years of international experience in programmatic roles
- Strong knowledge of M&E frameworks and health program implementation
- Experience with Gavi and/or Global Fund–supported programs
- Ability to work at the interface of programmatic and financial management
- Strong communication and coordination skills
- Fluency in English; French and/or Portuguese are required
