Local PSM Expert

For an upcoming assignment in The Gambia, GFA is preparing a proposal for the provision of Local Fund Agent (LFA) services to the Global Fund to Fight AIDS, Tuberculosis and Malaria.
The Global Fund currently supports programmes addressing HIV, tuberculosis, malaria and resilient and sustainable systems for health (RSSH) in The Gambia. From the next grant cycle, the Ministry of Health is expected to become the sole Principal Recipient responsible for a multi-component grant covering all three diseases as well as RSSH interventions.
Job description
The Local PSM Expert will support the Senior PSM Expert and the wider LFA team in assessing procurement, supply-chain and health-product management activities under Global Fund-supported programmes.
The expert will contribute to activities including:
- Supporting reviews of health-product management and health supply-chain systems.
- Supporting assessments of procurement and logistics arrangements for medicines and other health products.
- Assisting with forecasting and supply-plan analyses.
- Supporting reviews of product quantification and supply requirements.
- Participating in analytical reviews and spot checks covering different aspects of the health supply chain.
- Reviewing logistics and health data and supporting cross-analysis of information from different sources.
- Supporting assessments of product availability, coverage, supply-chain performance and quality of services.
- Contributing to reviews of warehousing, storage, inventory management and distribution arrangements where required.
- Supporting identification of procurement and supply-chain risks, weaknesses and bottlenecks.
- Contributing to practical recommendations aimed at strengthening Global Fund grant implementation.
- Supporting the preparation of LFA reports, analyses, working papers and other deliverables.
Qualifications
The Local PSM Expert should meet the following minimum requirements:
- Relevant professional experience in procurement and supply management of health products and/or pharmaceutical supply chains
- Knowledge of health supply-chain systems, procurement and logistics
- Experience or exposure to areas such as forecasting, quantification, supply planning, inventory management, warehousing or distribution of health products
- Ability to work with quantitative information and analyse logistics and health data.
- Understanding of health-sector supply-chain challenges and the ability to identify practical solutions.
- Full professional proficiency in English.
- Wolof language skills would be an advantage
- Knowledge of the Gambian public-health and pharmaceutical supply-chain context
- Experience with donor-funded health programmes and particularly the Global Fund
