The LFA is responsible for verifying financial management, program performance, and data quality across all stakeholders. The overall objective is to ensure transparency, accountability, and value for money in the use of Global Fund resources.
Job description
The Programmatic / M&E Expert assesses the performance and effectiveness of Global Fund-supported programs, focusing on data quality, results, and implementation progress.
Key Responsibilities include but are not limited to:
- Assess program performance against targets
- Review M&E systems and data quality
- Analyze data to identify gaps and risks
- Validate programmatic reports
- Ensure alignment between activities, budgets, and outcomes
- Provide recommendations for improvement
Qualifications
- Graduate degree in Public Health, Medicine, Epidemiology, or related field
- Minimum 7 years of experience in health program monitoring and evaluation
- Knowledge of epidemiology and public health systems
- Strong knowledge of M&E frameworks and health programs and systems
- Strong expertise in at least one among HIV, TB, malaria
- Experience in program evaluation and data analysis
- Strong analytical skills
- Based in Ivory Coast/Cabo Verde or in West and Central Africa
- Recent international and experience in Ivory Coast and/or Cabo Verde are required
- Proficiency in English and French is required
- Portuguese is highly desirable
