CALL FOR EXPRESSION OF INTEREST EXCHANGE ON COALITION BUILDING EXPERIENCE IN EASTERN EUROPEAN COUNTRIES FOR NGOS IN KYRGYZSTAN

The Civic Engagement for Development (CED) Project, implemented by GFA Consulting Group and funded by the Swiss Agency for Development and Cooperation (SDC), is seeking to engage an experienced organisation or individual experts to provide consultancy support to 10 NGOs in the Kyrgyz Republic. The purpose of this assignment is to strengthen the networking, alliance-building, and coalition development skills and institutional capacities of these organisations.

The Terms of Reference (ToR) for the consultancy assignment are attached to this announcement and provide detailed information on the scope of work, expected deliverables, and requirements.

Interested and qualified organisations or individual experts are invited to submit their initial Expression of Interest (EOI). Applicants who submit an EOI will subsequently be invited to submit a full proposal (in accordance with the attached ToR). The full proposal package must include the following documents:

1. Technical Proposal – A comprehensive description of the proposed approach, methodology, and work plan for the assignment, clearly explaining how each task outlined in the ToR will be addressed and implemented.
2. Financial Proposal – A detailed budget estimate covering all costs associated with the assignment, presented in a clear and itemised format and broken down by task and/or deliverable.
3. CVs – Résumés of the key team members involved in the assignment, clearly highlighting relevant qualifications and experience related to similar consultancy services.
4. References – Contact details of at least two organisations or clients for whom comparable services have previously been provided.

Application Deadlines

• Submission of Expression of Interest (EOI): no later than March 17, 2026 (18:00 Bishkek time).
• Online Information Sessions for potential applicants (organised by the CED Project): March 18–25, 2026.
• Submission of full proposals (including technical and financial proposals, CVs, and supporting documents): no later than April 15, 2026 (18:00 Bishkek time).

Expressions of Interest, indicating the name of the organisation or the names of individual experts, along with full contact details, must be submitted by e-mail to Azamat Abdourakhmanov, National Expert of the CED Project, at:

All interested parties who have submitted their EOIs will be duly notified about the schedule and format of the upcoming Information Sessions and will receive an invitation to participate.

The CED Project reserves the right to accept or reject any proposal, to annul the selection process, and to reject all proposals at any time prior to the award of the contract, without thereby incurring any liability to the affected applicants.
