CLIMATE-SENSITIVE LAND MANAGEMENT AND SPATIAL PLANNING IN SENEGAL
The Support for Spatial Planning and Inventory of Land-use Rights component at the municipal level has been entrusted to the GFA-IPAR consortium, which is implementing spatial planning activities (Green POAS) sensitive to climate and natural resource management concerns in the 10 Phase two municipalities, as well as parcel inventory operations and support for land tenure formalization in the 17 Phase 1 municipalities.
The project’s overall methodological approach is based on a participatory and inclusive process, within a dynamic of implementing knowledge, tools, and skills. For the parcel inventory sub-component, this involves securing agricultural land-use rights for individuals, groups, and organisations, and establishing an agricultural land database for each target municipality. In addition, raising awareness and strengthening the capacities of local stakeholders in the inventory and land-use rights securitisation process remains a major task. As a key result achieved during the period of March 2024 to November 2025, six municipalities carried out activities under this parcel inventory process which involved 7,213 cases and reached 5,875 people.
The Green POAS component aims at transparent, participatory, inclusive, and resilient resource use planning in light of climate change impacts. This approach strives at conflict prevention and management through the definition of land-use zones and spatial management rules as well as integrated land and natural resource management.
The GFA–IPAR Consortium so far achieved that two Green POAS have been validated and adopted in Ndiognick and Thiomby, and eight zonal commissions have been formed that are responsible for facilitating, monitoring, and disseminating the POAS tool. Also, two restricted technical committees have been established serving as a forum for reflection and exchange on climate and natural resource management issues. Training for 16 local development facilitators has been provided on POAS–NRM and land management modules to ensure facilitation at the municipal level. Other municipal stakeholders and dedicated technical services have been trained on Green POAS matters as well.
