Evaluation conference takes place at GFA headquarters

Posted on 13 May, 2025 by Christoph Rasch

The annual spring conference of the working group on Development policy and Humanitarian aid of the Evaluation Society DeGEval takes place this week at the GFA premises in Hamburg-Volksdorf. GFA is hosting this year's conference, where around 60 participants will spend two days discussing various topics and listening to presentations by renowned representatives of the evaluation community.

The main theme of the conference, which starts on Thursday morning, is how sustainability can be evaluated in development cooperation and humanitarian aid, what criteria should be used for this purpose, and how these criteria can be applied, for example in complex crisis situations. The conference will also focus on developing a common understanding of sustainability as an evaluation criterion.

‘These are exciting and relevant questions: What challenges do we face and how can we measure sustainability when conducting evaluations in fragile contexts or for humanitarian aid? We are delighted to host the spring conference and provide a forum for discussion on this important topic,’ says Anja Desai, Managing Director of GFA Consulting Group.
Speakers will include representatives from the German Federal Foreign Office, GIZ, OECD, KfW, VENRO, DEval (German Institute for Development Evaluation) and NGOs. Using concrete project examples, speakers and participants will discuss different methods for evaluating sustainability. Tilman Welte, Senior Consultant in GFA's Governance Department, will talk about the implications of fragile local contexts for evaluation, drawing on projects in Iraq and Afghanistan.

Conference participants will have the opportunity to share their own experiences and possible solutions in workshop discussions and ‘world cafés’. The two-day conference will also discuss current issues such as funding cuts in international and German development cooperation and the possible consequences for sustainability and evaluation.
