EU-FUNDED HEALTH PROJECT CONCLUDED IN UKRAINE
The project “Support to Ukraine for Developing a Modern Public Health System”, which started in May 2019, has successfully concluded with a closing event in Kyiv with more than 100 participants. Despite facing unprecedented challenges such as the COVID-19 pandemic and a full-scale Russian invasion, the project team achieved outstanding results.
Implemented by GFA Consulting Group and the Finnish Institute for Health and Welfare with a budget of €5.8 million, the project made remarkable progress in modernising Ukraine's public health system and aligning it with EU standards. Its work has left a lasting legacy in areas such as disease prevention, blood safety, digitisation and emergency preparedness, laying a strong foundation for a resilient health infrastructure.
Among its outstanding achievements, the project spearheaded the overhaul of Ukraine's blood safety system, establishing a centrally coordinated framework with a national blood donor registry, an appointment system and the “eKrov” blood management information platform. It strengthened key institutions such as the Public Health Centre of the Ministry of Health (UPHC) to improve governance and strategic public health planning. In addition, the initiative advanced key legal reforms to align Ukraine's health legislation with EU standards, while training more than 1,500 healthcare professionals to ensure the sustainability of these reforms and empower future leaders in the sector.
Remarkably, the project exceeded its objectives, demonstrating resilience and adaptability in the midst of external crises. It launched a nationwide blood donation campaign that reached over two million people and provided vital health information to over 22,000 displaced people through an online platform. By modernising emergency medical information systems and fostering international collaboration with EU agencies such as the ECDC and DG SANTE, the project has significantly strengthened Ukraine's public health resilience. As the country progresses towards EU integration, these achievements pave the way for a more robust, sustainable and future-proof health system.
