DELEGATION FROM HAMBURG VISITS KFW-FUNDED DROUGHT RESILIENCE PROJECT IN UGADA

Posted on 8 Oct, 2026 by Uwe Gebauer

A delegation of GFA’s Agriculture, Natural Resources & Environment (ANRE) department, from Hamburg visited the programme “Drought Resilience in the Karamoja Sub-Region” in Uganda. Constanze Schaaff (Department Director), Chris Biller (Portfolio Manager), and Uwe Gebauer (Senior Consultant) discussed the advance of the project implementation before the constructing phase of the two earth dams with client, and the project management unit.

The backstopping visit to the project in Uganda strengthened cooperation with the project team and reviewed progress and the challenges faced during project implementation in the Karamoja sub-region.

Implemented for Uganda’s Ministry of Water and Environment (MWE) and financed by KfW Development Bank, the project aims to improve the production base and drought resilience of settled and nomadic livestock keepers in Karamoja, where recurrent drought threatens livestock production and rural livelihoods.

The agenda included field visits to the project’s two clusters in the sub-region, Lemsui and Nangololapolon. There, the team saw already established valley tanks as well as sites where earth dams are to be built. These water infrastructure investments are among the project’s major interventions and are intended to increase  access to water, support livestock production and improve communities’ resilience to drought.

The visit supported knowledge sharing, problem-solving and coordination between KfW, MWE, Project Management Unit (PMU), GFA´s project team and headquarters, and consortium partner WeConsult. This close collaboration is essential for developing practical approaches that meet livestock keepers’ needs and strengthen their capacity to cope with drought in the Karamoja sub-region.

At a meeting in Kampala, Uganda's capital, representatives of KfW, MWE and the PMU discussed the next steps of project implementation with the GFA team. The visit reaffirmed the shared commitment of the project team and its partners to improving livestock production, expanding access to water and building more resilient livelihoods in the sub-region.
