INVESTMENT CASE PUBLISHED: COST-EFFECTIVENESS OF INTERVENTIONS TO TACKLE NON-COMMUNICABLE DISEASES IN UKRAINE

Non-communicable diseases (NCDs), including cardiovascular disease and diabetes, are estimated to affect two billion persons worldwide and be responsible for three quarters of all deaths, killing 28 people prematurely every minute. They cause significant morbidity and mortality in low-, middle- and high-income countries alike, and generate billions of dollars in economic losses annually from reduced productivity and higher health care costs.

Ukraine is one of the countries where mortality and morbidity from non-communicable diseases are high compared to many similar middle-income countries: In Ukraine, NCDs were linked to 91% of total deaths in 2017, and the overall NCD mortality rate is roughly twice that of European Union countries.

GFA, together with its partners, conducted a non-communicable diseases Cost-Effectiveness Analysis (CEA) to identify the most cost-effective NCD interventions in Ukraine. This research was modeled to address NCDs in four regions of Ukraine. The Cost-Effective Analysis of NCD interventions methodology is used globally to highlight the health, economic and social benefits if the country intervenes and implements control and prevention of NCDs, and the consequences of maintaining the status quo. The methodology also shows the return on investment: In Ukraine, the return on investment for USD 1 can be as high as USD 14.
