Promoting women's participation in local affairs in Tunisia
On April 25 2019, GFA Consulting Group and CILG VNG International organized an interactive side event on The Role of Civil Society in Promoting Women's Participation in Local Affairs as part of the Tunis Forum on Gender Equality. The event was organized in the context of implementing the EU-funded project Strengthening the Capacity of the Ministry of Women, Family, Children and Seniors (MFFES) and its State and Non-state Partners to Contribute to the Achievement of Equality between Women and Men in Tunisia" and the related Program for the Promotion of Equality between Women and Men (Moussawat).
The Tunis Forum on Gender Equality on 24-26 April, 2019 was managed by the Tunisian Government, the Swedish International Development Cooperation Agency (SIDA), the United Nations Development Programme (UNDP) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).
The side event facilitated by GFA-CILG VNGi was enhanced by the presence of representatives of government authorities from the national and regional level, civil society, and feminist researchers. It was inaugurated by Mr. Nabil Ben Nacef, program manager at the EU Delegation in Tunis and Mrs. Sonia Mansouri, Head of the Moussawat Program.
During the first panel, Dr. Neila Akrimi, Director of CILG VNG International and Mrs. Mounira Hammami, Secretary General of the Tunisian Women's Association on Development Research (AFTURD) presented best practices of their institutions in terms of advocacy aimed at guaranteeing the horizontal and vertical gender equality in the municipal elections. Ms. Ayda Ben Chaabane, President of the Coalition of Women for Tunisia, and Ms. Traki Chebbi, Vice President of the League of Tunisian Electricians, and Mrs. Houda Dridi of the Center for Research, Studies, Documentation and Information on Women (CREDIF), testified to the experience of their institutions in supporting women candidates in municipal elections.
In addition to these presentations, women elected to municipal bodies reported difficulties and the stereotypes they encountered before and during their election campaigns. These difficulties and the social constraints that go along with them have persisted even after they gained seats in municipal councils.
During the last panel, Dr. Riadh Zghal confirmed such experiences by means of a case study from the Sfax City Council in relation to local civil society and its interactions with associations for the promotion of the presence of women in the management of local affairs. The last speaker, Mr. Moez Ali, President of the Union of Free and Independent Tunisians highlighted the important role of civil society in consolidating the work of municipal councilors and guaranteeing women's leadership.

En partenariat avec le gouvernement tunisien et l’Agence Suédoise de développement international, le Programme des Nations Unies pour le développement (PNUD) et l’Entité des Nations Unies pour l’égalité des sexes et l’autonomisation des femmes (ONU Femmes) organisent le Forum de Tunis sur l’égalité des sexes qui se déroule du 24 au 26 avril 2019.
Ce forum organisé un an avant le 25ème anniversaire de l’adoption de la Déclaration et du Programme d’action de Beijing, ainsi qu’un an avant le 20e anniversaire de la résolution 1325 du Conseil de sécurité des Nations Unies, qui fixe les normes pour les femmes, la paix et la sécurité.
Dans ce cadre, le consortium GFA Consulting Group et CILG Vng International mandaté par l’Union Européenne pour assurer l’Assistance Technique à l’Axe 01 du programme Moussawat du Ministère de la Femme, de la Famille, de l’Enfance et des Seniors a organisé un side-event qui a eu pour thématique “Le rôle de la société civile dans la promotion de la participation des femmes dans les affaires locales” le 25 avril 2019 de 18h à 20h à la Cité de la Culture.
Cette rencontre a été rehaussée de la présence des représentants d’organismes publics tels que le MFFES et le CREDIF et des représentants de la société civile tunisienne tels que l’AFTURD, la Ligue des Electrices Tunisiennes, la Coalition des femmes pour la Tunisie, l’Union des Tunisiens Indépendants Libres et des chercheurs féministes telles que Dr.Riadh Zghal ainsi que des élues municipales venant de différentes régions de la Tunisie, telles que Kasserine, Kébilli, Nabeul, Monastir…
Ce side event interactif qui a été animé et modéré par M.Sénim Ben Abdallah, expert sociologue auprès du CILG VNG International, a été inauguré respectivement par M. Nabil Ben Nacef, le Chargé de la Société Civile et les Instances Publiques auprès de la Délégation de l’Union Européenne en Tunisie et Mme Sonia Mansouri la Responsable Nationale du Programme Moussawat.
Lors du 1er panel, Dr.Neila Akrimi, Directrice du CILG VNG International et Mme Mounira Hammami, Secrétaire Générale de l’AFTURD ont présenté les bonnes pratiques de leurs institutions en matière de plaidoyer visant la garantie des l’égalité horizontale et verticale des éléctions municipales.
