WEATHER AND CLIMATE INFORMATION SERVICES – A THEMATIC EVALUATION ACROSS THREE REGIONS
A GFA team of experts, together with consortium leader Tropical Health, completed the first multi-country evaluation as part of the ongoing Global Evaluation and Monitoring Framework Agreement (GEMFA).
This independent thematic evaluation reviews the support for Weather and Climate Information Services (WISER) of United Kingdom’s Foreign, Commonwealth & Development Office (FCDO). It assesses WISER’s impacts on sustainably reducing the impacts of climate shocks and building resilience of vulnerable populations. The evaluation improves the understanding of the relevance, impact and sustainability of UK-supported work to increase the access of weather and climate information services for the climate vulnerable. It draws on lessons from the completed WISER regional programmes in Africa and Asia and is informing ongoing WISER measures as part of its regional programmes. The latter comprise Africa Region Climate and Nature – ARCAN, Climate Action for Resilient Asia – CARA, and pioneer a holistic approach to energy and nature-based options in the Middle East and North Africa – PHENOMENAL.
The learning evaluation assessed evidence on the relevance, coherence and sustainability of WISER interventions. Its approach was based on a theory of change and case studies involving the review of 62 documents and 112 stakeholder interviews.
