The aim of the INclusive DIgital GOvernance (INDIGO) project is to improve e-governance at the municipal level with regard to inclusive and citizen-centred services and participation. In particular, women and other disadvantaged groups, such as people with disabilities, are intended to benefit from improved digital and innovative services and to contribute to shaping them. The digital transformation of public administration is currently not unfolding in a human-centred and inclusive manner. The project therefore aims to improve inclusive, citizen-centred e-governance solutions, including innovative collaboration formats with the digital ecosystem, in Palestinian municipalities. 

Developing capacities in human-centred and inclusive design

The project introduces innovative and inclusive methods that enable citizens to co-create public spaces and (digital) services. We adopted a Human-Centred Design (HCD) approach to place citizens’ needs, perspectives and voices at the heart of service and solution design. During the course of the project, a hands-on and inclusive certification programme trained 55 professionals from civil society, the private sector and municipal government, certifying them as Human-Centred Design (HCD) trainers. These trainers will support the creation of efficient, user-centred and accessible digital services.

As part of this capacity-building effort, we are targeting three distinct groups of beneficiaries:

  1. A diverse group of already trained human-centred design facilitators from across Palestine, whom we trained during the first phase of the project and who already have initial experience in facilitating projects at the intersection of municipalities, citizens and digital service providers. They need to deepen their understanding of inclusive and accessible processes and services, as well as of sustainable approaches to project implementation. The goal is for them to be able to independently facilitate and support citizen-service and digital projects within their municipal contexts, with a focus on sustainable implementation.
  2. A new cohort of human-centred design facilitators who need to be trained in fundamental human-centred design concepts, including perspectives on inclusion and accessibility from the outset. They can benefit from the successful projects implemented by the first cohorts. The objective is for them to develop into independent HCD facilitators capable of leading projects at the intersection of citizens, municipalities and digital service providers.
  3. A diverse group of students and digital entrepreneurs who need to understand municipal services, municipal staff and citizens’ needs in order to provide innovative, inclusive and accessible digital solutions that can be sustainably implemented within a municipal context and are designed with a human-centred approach. These groups may overlap and/or be targeted through the same components of the concept; however, their distinct needs should be taken into consideration.
