Procurement and Management Services in Various Countries
On behalf of the Global Fund to Fight AIDS, Malaria and Tuberculosis (GF), the Fiscal Agent (FA) and Procurement Advisor (PA) provided clients with a wide range of financial as well as procurement and supply management services related to the implementation of grants. The arrangement covered four Principal Recipients (PRs):
- The National Centre for HIV/AIDS, Dermatology and STD (NCHADS), incl. its Procurement Department,
- The National Centre for Parasitology, Entomology and Malaria Control (CNM) as Principal Implementing Partner (PIP) of UNOPS as PR,
- The Ministry of Health (MoH), incl. its Procurement Department,
- A selection of national and international NGOs as sub-recipients, and provinces.
On behalf of the Global Fund, the FA and PA worked with clients to ensure that all requests to commit funds and/or to make payments as part of the grant implementation were carried out correctly. In this capacity, the FA and PA diligently oversaw, discharged and performed all services necessary to make sure that all financial as well as procurement and supply management activities were conducted in strict compliance with the principles, rules, and procedures set out by the Global Fund.
