ESCO Pipeline Preparation Framework: Banja Luka BiH street lighting

The Mayor of Banja Luka signed a Letter of Information with the EBRD for preparing a street lighting energy efficiency project in the City. The city contractually outsources design, implementation and performance risks to a competitively procured private company (using commercial concept of the ESCO project). The financing structure would be that of a public private partnership (PPP). The assignment prepared the tender for a commercially viable ESCO project. The objective of the assignment was to advise the city of Banja Luka and support it by developing a feasibility study for an ESCO PPP street lighting project.
