STRENGTHENING GREEN LENDING: GFA’S SUPPORT TO THE DEVELOPMENT BANK OF RWANDA UNDER THE IREME INVEST INITIATIVE
Since November 2024, GFA Consulting Group has been supporting the Development Bank of Rwanda (BRD) in advancing the Ireme Invest initiative – a flagship programme that translates Rwanda’s climate ambition into action by strengthening green finance, building institutional capacity, and unlocking investment in low-carbon growth.
Together with Terra Energy, GFA has worked closely with BRD to operationalise Ireme Invest across the bank’s lending cycle – from project screening to monitoring. Over the past year, more than 30 practical tools and templates have been developed, embedding climate finance directly into BRD’s workflows. These include greenhouse gas calculators, environmental and social checklists, and adaptation screening guides that integrate climate rationale into investment decisions.
In parallel, GFA supported BRD in developing sector-specific strategies for agriculture, energy, e-mobility, and smart cities – key sectors in Rwanda’s green transition. A dedicated set of adaptation guidelines was also prepared to translate national policy commitments under the NDC, NAP, GGCRS, and Vision 2050 into a practical, BRD-ready framework for identifying, appraising, tagging, and monitoring climate adaptation projects.
Equally important has been the human dimension of this transformation. Through tailored training, on-the-job coaching, and 'appraisal clinics', BRD staff have strengthened their expertise in climate finance and established a network of internal “green champions.” Together, these efforts are laying the foundation for a lasting, scalable model of green lending in Rwanda – one that turns policy ambition into measurable, on-the-ground impact.
