TAX DELEGATION FROM BENIN DEEPENS EXCHANGE WITH BELGIAN COUNTERPARTS
Ten senior officials from Benin’s Directorate General of Taxes (DGI) participated in a study visit to the Belgian Federal Public Service Finance (FPS Finance) in Brussels on 5-8 Oct, 2026. The visit was organised by Gesellschaft für Internationale Zusammenarbeit (GIZ). GFA Consulting Group supported the delegation during the visit, while a GFA expert provided technical expertise in international taxation and accompanied the exchange with Belgian tax officials.
The Beninese delegation included representatives from central and regional tax offices responsible for tax legislation, large taxpayers, tax audits, internal control and tax administration. On the Belgian side, experts from the General Administration of Taxation, including its Large Enterprises and Transfer Pricing units, the Special Tax Inspectorate, the General Administration of the Treasury and International Relations Coordination contributed their expertise.
Building on a first exchange in 2025, the programme combined technical discussions with practical workshops on transfer pricing, risk analysis, beneficial ownership, taxation of crypto-assets, electronic tax audits and the use of artificial intelligence in tax administration. Both administrations shared their respective approaches, experiences and challenges, allowing participants to explore different solutions to common issues and discuss their applicability in different institutional contexts.
The study visit was organised as part of the ReFORME programme, implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Union. The programme supports Benin in strengthening public financial management at the national and local level, improving tax administration and mobilising domestic revenues to contribute to the Sustainable Development Goals.
The visit further strengthened the professional dialogue between the Beninese and Belgian tax administrations and provided a valuable platform for mutual learning and exploring opportunities for future cooperation.
GFA supported the organisation and implementation of the study visit together with GIZ, providing technical expertise in international taxation and accompanying the delegation throughout the exchange.
