The project aims to strengthen the capacity of the Ministry of Health and Social Services (MoHSS) to manage Global Fund grants effectively, ensuring compliance, financial integrity, and operational resilience. In collaboration with the Global Fund, the MoHSS manages and oversees the financial administration and controls for these grants. GFA is providing technical assistance to the Programme Management Unit (PMU), a unit within the Directorate of Special Programmes (DSP) of the MoHSS, which leads efforts to combat HIV/AIDS, tuberculosis, and malaria. The PMU is responsible for overseeing grant activities, including those implemented by sub-recipients, as well as for accounting and reporting programme results to the Global Fund country team, the Executive Director of the MoHSS, and the DSP Director.

 

GFA’s support to the PMU focuses on financial and quality assurance, risk and funds management, human resources and administrative support, as well as budgeting and strategic planning. We support budget alignment with national strategic plans and compliance with Global Fund policies, and contribute to long-term financial planning, procurement, and policy adherence. The Public Financial Management (PFM) Department also prepares for external audits and fraud prevention, develops internal audit systems, and implements fraud mitigation mechanisms. In addition, we are engaged in capacity development, providing mentorship and training to strengthen the PMU’s finance team, and supporting overall grant management.
