Capacity strengthening services to a University in Senegal
The project aimed at delivering specific recommendations to enhance the optimal and controlled management of funds within the administrative and financial services of Gaston Berger University of Saint-Louis in line with the Young Africa Works strategy of the Mastercard Foundation. Key objectives included obtaining a clear understanding of the organisational structure, responsibilities, and capacities of the university’s administrative and financial departments, mapping stakeholders and their levels of involvement, and analysing financial flows, control, and validation processes. Capacity development needs were assessed, risks were identified and corrective measures were proposed. Target groups were university administrative staff, financial teams, and stakeholders involved in fund management. Primary outcomes focused on strengthened financial controls, clearer operational procedures, and a structured risk matrix.
