Land administration
 
Law on Expropriation has been modified and amended (Law on Modifications and Amendments to the Law on Expropriation, “Official Gazette of the Federation of Bosnia and Herzegovina”, no.36/10).
 
Spatial data infrastructure (SDI)
 
At its session of December 2, 2010, the Government of FBiH adopted the document “Information on spatial data spatial data infrastructure” about SDI in Federation of BiH, with the following conclusions:

  • Government of the Federation of BIH accepts the information on SDI.
  • Government of the Federation of BIH supports efforts to arrange the round table discussion on SDI. Representatives of the of the Federal Administration for Geodetic and Real Property Affairs and of the Federal Ministry of Physical Planning are mandated to organize the round table discussion on SDI.
  • Government of the Federation of BIH will include SDI in its programme for the year 2011.
Based on these conclusions a roundtable discussion was organized in Sarajevo on 21st of June, 2011, with the topic “Spatial data infrastructure in Federation of BiH”. Conclusions of that round table are:
  1. Spatial data infrastructure (SDI) has been recognized as a requirement for the development of an integrated spatial data system and a backbone of the overall economic and social development of the Federation of Bosnia and Herzegovina
  2. Legal framework for establishment of SDI in accordance with the INSPIRE directives and international standards needs to be created
  3. Consideration of the methods for establishment of SDI in the region and Europe and possibilities for transfer of best practices through international cooperation
  4. Establishment of the mechanisms of cooperation among the relevant authorities in the Federation of Bosnia and Herzegovina (thematic areas' champions) with the aim of achieving data interoperability
  5. Monitoring progress in the establishment of SDI of the Federation of Bosnia and Herzegovina
  6. Work continuously on raising public awareness of the importance of SDI for development of Bosnia and Herzegovina
  7. Provide adequate support to the academic community in education of staff working on the establishment of SDI.

Relevant other projects
  • World Bank Project “Land Registration” is ongoing. Completion is expected on 30th of June, 2012.
  • New Project “Real Estate Registration” funded by World Bank, is in preparation.
  • The Project “Establishment of the Permanent (Reference) GPS (GNSS) Station Network for the Territory of BiH” funded by EU (IPA 2007) is completed.
  • Project “Digital orthophoto” (DOF) for Bosnia and Herzegovina, funded by EU (IPA), is in implementation.

Republic of Srpska


Institutional setting
 
The Republic Authority for Geodetic and Property Affairs (RSGA) is an independent institution at the entity level (Republic of Srpska), which is responsible directly to the Republic of Srpska Government. The core competencies of RSGA, according to the Law on Republic Administration and Law on survey and cadastre of Republic of Srpska are:
  • geodetic networks / basic geodetic works,
  • cadastral and land consolidation survey,
  • establishment, renewal and maintenance of real estate cadastre,
  • survey of utility installations, establishment and maintenance of utility installations cadastre,
  • expert supervision of survey activities,
  • issuing licenses to geodetic organizations,
  • issuing permission for aerial survey of the Republic of Srpska,
  • central address register of Republic of Srpska,
  • register of spatial units of Republic of Srpska,
  • remote sensing, topographic survey and topographic mapping activities,
  • issuing cartographic and other publications, as well as approval for issuing cartographic publications,
  • maintenance of geographical names records,
  • geodetic information system,
  • archive of documentation of basic geodetic works, cadastral and land consolidation survey, survey of Republic of Srpska, the real estate cadastre, utility installations cadastre, topographic and cartographic works and other documentation,
  • participation in the establishment and maintenance of Spatial Data Infrastructure of Republic of Srpska (SDIRS),
  • verification of survey works in the engineering-technical areas,
  • services within the competence of the RSGA regarding the international cooperation.
Land administration
 
The new Law on Survey and Cadastre of the Republic of Srpska introduces a substantial change in land administration. Data on the properties and the property rights, previously kept in two separate registers are now united in the unique records and the Republic Authority for Geodetic and Property Affairs (RSGA) carries responsibility for the new integrated registry.
 
Spatial data infrastructure (SDI)
 
Law on Survey and Cadastre of the Republic of Srpska (“Official Gazette of the Republic of Srpska”, no. 6/12) was carried out with respect to the INSPIRE Directive in the way that Spatial Data Infrastructure of the Republic of Srpska (SDIRS) will be implemented in accordance with standards defined by the INSPIRE directive.
 
This law stipulates the institutional setup for SDIRS, i.e. key institutions and their roles in establishment and maintenance of SDIRS.
