Institutional setting

  • Kosovo Cadastral Agency since during 2011 acts under the new Law on cadastre no. 04/L-013 which came in power to September, 2011.
  • Since March, 2011 KCA is responsible for establishing the address register. The project is supported by European Commission. The Law on address System was passed in December, 2011.
  • During 2012 with support of Statens kartverk – the Norwegian Mapping Authority (NMA) – the Geoportal of KCA will be developed.
Land administration
 
The new Law on cadastre is already mentioned above.
 
Spatial data infrastructure (SDI)
 
There is no any specific legislation for SDI. Just in the new law on cadastre under Article 23 - Other Activities it is stated that KCA is responsible for coordination and creation of National Spatial Data Infrastructure (NSDI).

Relevant other projects
 
Project on establishing the unified address register The purpose of the project is to determine and regulate the manner of establishing and administering the Address System, to set out the criteria and identification of each building, object and every free cadastral parcel in the territory of the Republic of Kosovo. The project is financed from European Commission and it is implemented by the company B&S Europe. It should be finalized in 2013.
 
Development of KCLIS (Kosovo Cadastre Land Information system) KCLIS is a unified system including cadastral data – data about land, buildings and apartments, real property rights, property value, land use and environmental restrictions, etc. It’s intended for multi-purpose use and is hosted by the Kosovo Cadastral Agency (KCA). Until now the texstual module (legal data) is developed, which will be implemented in all Municipal cadastral offices (MCOs) in Kosovo during 2012. The module for graphical part (maps) will be developed during 2012 and implemented in 2013 in all MCOs.
