Technical audit and technical 3rd party monitoring - SFD
The Social Fund for Development (SFD) is one of the main Yemeni implementing partners of KfW in Yemen and implements a wide range of projects funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through KfW all across Yemen. Since 2014 all project sites are inaccessible for international KfW staff and are being monitored remotely by third parties. GFAs core responsibility is to conduct monitoring field visits to at least 20% of KfW financed projects from approximately Q4/2024 – Q3/2026 implemented by SFD, review available data and collect additional data on site. The monitoring includes projects from the sectors WASH, LIWP and education. The consultant is expected to assess whether the projects are implemented efficiently, timely and in compliance with KfW/SFD standard guidelines.
The tasks of the consultant services comprise but are not limited to the following:
- Verification of ongoing works and works progress and results
- Compliance with existing documents, norms, stipulations
- Verification of procurements
- Analysis of standards and implementation routines including lessons learned
- Ensuring adherence to ESHS requirements on project construction sites
- Impact monitoring of the measures implemented by SFD
