The E4DE programme, co-funded by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ), supports entrepreneurship in the governorates of Jerash and Mafraq in the north, and Aqaba and Karak in the south. At the policy level, short-term experts will advise political partners, provide capacity building, establish exchange platforms, and support strategy development. These efforts aim to strengthen the planning capacities of public and private ecosystem actors in designing tailored support policies for entrepreneurship.

The experts will also support the intermediary level by advising on the development of local and regional networks of entrepreneurship support organisations, offering organisational advice to these actors, and helping to optimise services for entrepreneurs. Ideally, these networks and improved services will be extended to neighbouring governorates.

 

Finally, the experts will support the implementation of entrepreneurship services. This may include piloting idea generation mechanisms, establishing incubation or acceleration programmes, launching mentorship initiatives, or developing business incubation partnership models. Special emphasis will be placed on women-led start-ups and green and social enterprises.
