Strategy for the Ministry of Agriculture and Rural Development (MARD)

The main objective of the project was to support the Ministry of Agriculture and Rural Development of Albania(MARD) to elaborate the national Strategy for Agriculture, Rural Development and Fisheries over the forthcoming years from 2021-2027. Albania was on the agenda for future EU enlargement and made an official candidate for accession ever since 2014. Therefore, the future strategy needed to fall in line with the objectives of the EUs Common Agricultural Policy. The core activity of this assignment was the elaboration of the Albanian Strategy for ARD, which has to comply with the EUs instrument for pre-accession assistance for rural development guidelines and include the following supporting documents:

• Action plan for the strategy implementation, at least a midterm one for at least three consecutive years starting from 2021;
• budget outline in compliance with national budgetary framework as well considering EU and any other donors funding;
• monitoring concept and tool of the strategy implementation for MARD including a reporting approach;
• gap analysis regarding the revision and update of the legislation (national and or transposition of EU legislation).
