Kyrgyz Sustainable Energy Financing Facility, KyrSEFF (phase II)

Building on the achievements of the Kyrgyz Sustainable Energy Financing Facility (KyrSEFF I) , the European Bank for Reconstruction and Development (EBRD) extended the KyrSEFF with a second credit line of up to USD 35 million in 2016. KyrSEFF II goes beyond energy efficiency (EE) and renewable energy (RE) by including water resource efficiency investments. Supported projects focus on resilience and adaptation to climate change. KyrSEFF II supports households selecting and installing appropriate water saving measures and increasing the efficiency of irrigation in the agricultural sector. It further assists the tourism and hospitality sector to save water and to treat waste water. KyrSEFF II continuously supports households and companies in maximizing their EE potential. The objective of the facility is to:

  • ensure that the technical criteria of the facility are clearly defined, consistently applied and updated
  • enhance the implementation of the facility related to appraisal of potential sub-borrowers based on the eligibility requirements
  • establish an efficient tracking, monitoring and reporting system to ensure that accurate data and standard forms are utilised
  • ensure that grant funding is applied consistently in line with the eligibility criteria and is supported by an appropriate level of validation, to avoid misuse of the grant
