The Municipal Energy Management Certification Ukraine (MEMCU) project helps Ukrainian cities improve their energy management capacity by supporting their engagement in the European Energy Award (EEA) and the implementation of demonstration projects. The overall project goal is to contribute to the transition to carbon-neutral development and help Ukrainian municipalities prepare for "build back greener" recovery efforts. To this end, the project supports the implementation of energy management policies at national and regional levels, strengthens the Ukrainian Energy Award (EEA)’s architecture and governance, assists municipalities in implementing the EEA, and supports them in designing and implementing demonstration projects arising from municipal energy action plans. These demonstration projects in energy efficiency and renewable energy serve as tangible examples of effective energy management practice and showcase the potential benefits of the EEA certification system. GFA facilitates and oversees the selection, procurement, implementation, and supervision of demonstration projects within participating municipalities.

  • The legislative framework for energy efficiency is operationalised.
  • Regional energy planning is piloted.
  • An EEA Strategic Governance Body is established and operational.
  • An independent National Certification Body for the EEA is operational.
  • The EEA as a quality management system is introduced as a voluntary national standard for municipal energy management.
  • The capacities of EEA municipal representatives are developed.
  • EEA municipalities have successfully designed and implemented demonstration projects.
