Promotion of Rural Electrification through Renewable Energies (PERER III)

PERER III is a technical assistance programme implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). It is co-financed by the European Union and implemented in close partnership with Madagascar’s Ministry of Energy and Hydrocarbons, as well as other public institutions. The programme aims to improve access to electricity in rural areas, thereby supporting social and economic development while minimising environmental and climate impacts. With only around 11% of the population having access to electricity in rural areas, Madagascar has significant potential for decentralised solutions, particularly solar energy.

The project focuses on strengthening the national framework for renewable energy-based electrification, particularly in the Grand South region. It supports the government in creating a more attractive environment for private investment by improving regulations, advancing project pipelines, and developing local expertise. Key activities include developing regulatory instruments, setting up a GIS-based monitoring system for electrification planning, and assisting the National Rural Electrification Agency (ADER) in designing and implementing competitive project tenders.

Concurrently, PERER III is supporting the development and implementation of rural electrification projects that combine mini-grids and standalone solar systems. This includes conducting feasibility studies, providing support with permitting and financing, and offering technical assistance until projects are commissioned. Operational projects are monitored to improve performance and user satisfaction, while targeted measures promote the productive use of electricity in areas such as agriculture, refrigeration and small-scale industry.

Another focus is on vocational training in renewable energy. The programme strengthens training centres by updating curricula, equipping solar laboratories and supporting trainers. It also introduces a practice-oriented training model and an employment platform that links graduates with private sector employers. Overall, PERER III is helping to create a more robust, inclusive and sustainable rural electrification sector in Madagascar.
