Pre-feasibility enhancement of pandemic preparedness & health emergency management
KfWs intention is to pursue a broad intervention strategy to support pandemic and other health-related emergency preparedness, in addition to the German Federal Ministry for Economic Cooperation and Developments (BMZ) support for a multisectoral One Health agenda.
The pre-feasibility study will:
- prepare a toolbox of financing measures together with an investment framework for German Financial Cooperation for pandemic preparedness and health emergencies, including natural disaster emergencies, with a focus on digital aspects, including the potential use of OSCAR;
- review existing health security and pandemic preparedness strategies and available digital tools in the target countries of Uzbekistan, Pakistan and Cambodia, including in particular OSCAR, with regard to the suitability of data integration and decision making; and
- finally, in light of the foregoing, conduct an in-country assessment of national health security and pandemic preparedness investment needs in the three target countries, including the potential for integration of OSCAR,
The aim of the study is to prepare a financial cooperation project proposal for each target country. For Cambodia and Pakistan, the pre-feasibility study will consider, where possible, the integration of a financial cooperation proposal into existing project structures already financed by KfW, i.e. the H-EQIP and Social Health Protection Initiative (SHPI) projects.
