WAHO support to establish a regional epidemiological surveillance system, phase II

The project "Strengthening Epidemiological Services and Health Systems in the ECOWAS Region - Phase II", supported by the German Government through KFW, aims to contribute to better protection of the population in the ECOWAS region against epidemic diseases. The first phase of the project started in July 2018 and ended in June 2021. The second phase started in July 2021 for a period of four years and continues the implementation logic of the first phase. The consultant is providing its services for the second phase, which expands the geographical area to an additional five countries in the ECOWAS region (a total of 9 selected countries in the ECOWAS region).

The West African Health Organization (WAHO), based in Bobo-Dioulasso, Burkina Faso, is the project executing agency for this project and its role is focused on project management and system development, resource allocation and coordination with governments at the ECOWAS level as well as harmonization of procedures, instruments and tools. The role of the consultant will remain the same as in Phase I of the project, i.e. to assist WAHO in the management of the project in order to contribute to the establishment of an effective early warning and response system in the ECOWAS region. In particular, the consultant will be involved in the development and implementation of standards and guidelines for cross-cutting issues; assist in all stages of procurement, from the preparation of tender documents to the selection of companies or partners to be recruited, the preparation of Terms of Reference (ToR) and contracts.

Focus countries are: Burkina Faso, Côte d’Ivoire, Ghana, Guinea, Guinea-Bissau, Niger, Nigeria , Senegal and The Gambia
