Contract value: 2,713,560 EUR

The project “Strengthening Epidemiological Services and Health Systems in the ECOWAS Region – Phase II”, supported by the German Government through KfW, aims to contribute to better protection of the population in the ECOWAS region against epidemic diseases. The first phase of the project began in July 2018 and ended in June 2021. The second phase commenced in July 2021 for a period of four years and continues the implementation logic of the first phase. The consultant is providing services for the second phase, which expands the geographical scope to include an additional five countries in the ECOWAS region (totalling nine selected countries).

The West African Health Organization (WAHO), based in Bobo-Dioulasso, Burkina Faso, is the project-executing agency and is responsible for project management and system development, resource allocation, coordination with governments at the ECOWAS level, as well as the harmonisation of procedures, instruments and tools. The consultant’s role remains the same as in Phase I, i.e. to assist WAHO in managing the project in order to contribute to the establishment of an effective early warning and response system in the ECOWAS region. In particular, the consultant will support the development and implementation of standards and guidelines for cross-cutting issues; assist in all stages of procurement, from the preparation of tender documents to the selection of companies or partners to be contracted, and the preparation of Terms of Reference (ToR) and contracts.

The focus countries are: Burkina Faso, Côte d’Ivoire, Ghana, Guinea, Guinea-Bissau, Niger, Nigeria, Senegal and The Gambia.
