Reliable energy access for refugees and host communities
GFA Consulting Group will support MEMD in preparing a bankable investment programme for KfW financing, focused on:
- Grid densification and intensification of the medium-voltage network
- Distribution network strengthening, including reconfiguration and automation (SCADA)
- Enhancement of productive use of energy
- Prioritised last-mile consumer connections
The assignment covers eight districts and cities: Arua, Arua City, Koboko, Maracha, Terego, and Yumbe in West Nile, and Moyo and Obongi in the Madi sub-region.
Scope of services
The assignment comprises three closely interlinked studies:
- Pre-Feasibility Study – a comprehensive technical, financial, economic, social and risk assessment of the proposed sub-projects, including preliminary engineering design of distribution lines, grid impact and SCADA system analysis, cost estimation (Bills of Quantities), and a prioritised investment and tender strategy.
- Environmental and Social Due Diligence (ESDD) – risk screening and initial impact assessment in line with KfWs Sustainability Guideline and World Bank Environmental and Social Standards, with particular attention to the dynamics between refugee-hosting communities and refugees.
- Analysis of Target Groups and Project-Affected People – an in-depth assessment of beneficiary needs, willingness and ability to pay, gender dynamics, and the socio-economic context, informing a project design that maximises impact for both Ugandan and refugee populations.
Impact
By combining technical grid planning with rigorous social, environmental and economic analysis, the assignment will provide MEMD and KfW with a robust, prioritised investment plan to extend reliable electricity access to underserved communities in one of Ugandas most electrification-deficient regions, with direct benefits for vulnerable groups, productive use of energy, and the economic integration of refugee and host populations.
