Support of agricultural enterprises along selected agricultural value chains of Lao PDR
The CliPAD project in Lao PDR, co-financed by BMZ and the Green Climate Fund (GCF), addresses climate change by reducing emissions from deforestation and land use change while promoting sustainable development. The project runs from 2020 to 2027 and covers six northern provinces: Bokeo, Houaphan, Luang Prabang, Luang Namtha, Sayabouri and Oudomxay, regions that are highly vulnerable to climate impacts and experiencing significant deforestation. The project aims to mitigate 11.7 million tonnes of CO2 emissions and positively impact 273,700 direct and 723,382 indirect beneficiaries.
The projects core strategy focuses on strengthening governance, promoting climate-resilient agriculture, and improving market access for agribusinesses and smallholder farmers. By promoting deforestation-free value chains and sustainable agricultural practices, CliPAD contributes to improved livelihoods, reduced environmental degradation and increased private sector investment in sustainable business models. The project also emphasises social inclusion, in particular increasing the participation of women-owned enterprises and marginalised communities in value chains.
GFA Consulting Group is the contractor providing technical and financial assistance to agricultural micro, small and medium enterprises (agri-MSMEs). GFAs work focuses on identifying and assessing suitable agri-MSMEs, strengthening their business capacities and enabling their integration into climate-resilient value chains. Through the Matching Grant Funds (MGFs), GFA provides financial support to these enterprises, ensuring that investments are aligned with sustainable, deforestation-free agricultural practices. The contractor also provides strategic oversight on market linkages, policy dialogue and knowledge management, contributing to long-term private sector engagement and the overall success of the CliPAD project.
