Sustainble Intermediate Cities II (CIS II)
The key challenge CIS II seeks to address is the insufficient technical and financial capacity at national and local level in Ecuador to implement the Agenda Hábitat Sostenible del Ecuador (AHSE 2036). The way to achieve this is to improve the channelling of climate finance to cities and to strengthen the capacity of cities to develop climate-smart urban investment projects. The CIS II approach builds on the achievements of the first phase and includes the provision of capacity development services to key stakeholders in the urban development context, including key financial institutions.
This technical assistance will be targeted at the entire population of Ecuador, with a particular focus on medium-sized cities. However, the primary target group will be government staff in six selected municipalities, as well as the Ministry of Urban Development and Housing (MIDUVI), the Ministry of Environment (MAAE), the Ministry of Finance (MEF) and the National Development Bank (BDE), among others. The six cities are Ambato, Cuenca, Lago Agrio, Latacunga, Loja and Portoviejo, where particular attention will be paid to groups affected by climate change, poverty and discrimination (women, youth, minorities).
