Financial governance for green and inclusive economic recovery

The public finance systems of the SICA (Central American Integration System) member states and the regional cooperation mechanisms for strengthening resilient fiscal policies are insufficiently geared to the criteria of an inclusive and green recovery. To strengthen the resilience of public finances in the SICA region, the TC module supports the development and implementation of regional strategies and the regional exchange of successful reform processes. 

Key project outputs are:

  • Mobilizing revenues to sustainably finance the inclusive, green economic recovery;
  • implementing inclusive, green and resilient public expenditure policies;
  • mitigating fiscal risks associated with crises and disasters; and
  • corruption prevention, transparency and accountability in the context of the Covid-19 response.

The beneficiaries of the services are the SE-COSEFIN and its working groups, the various Ministries of Finance, Planning Ministries and (occasionally) line ministries, Supreme Audit Institutions and civil society organizations in the SICA countries. The contract is for the provision of a pool of short-term experts to contribute to all four outputs of the project, covering various issues related to good financial governance (GFG) in the SICA countries in general and the program objectives in particular. GFA is implementing this project in partnership with Mancala Conultores.
