Implementation of the SECO Strengthening Subnational PFM project (phase 2)
The objective of the project is to contribute to the improvement of subnational public financial management (PFM) in Albania in order to enable financial discipline, efficient use of public resources and improved service delivery. The project supports all 61 municipalities in Albania and the Ministry of Finance (MoF) to develop and implement key PFM processes for more effective and efficient revenue collection, budget formulation, execution and monitoring, and internal control and audit.
Specific objectives of the project include supporting municipalities and the Ministry of Finance (MoF) to further develop and implement key PFM processes for more effective and efficient revenue collection; budget formulation, execution and monitoring; internal control; internal audit; and financial reporting, thereby enhancing accountability and transparency. The project will also aim to improve change management and leadership skills in municipalities, the MoF and other stakeholders as appropriate.
