Financing Energy for Low-carbon Investment - Cities Advisory Facility (FELICITY)
The FELICITY supports the implementation of Nationally Determined Contributions (NDC) at sub-national level by addressing the gap between sustainable planning of ambitious municipalities and financing of low-carbon and urban infrastructure projects in cities. The aim of FELICITY is to make low-carbon infrastructure projects in cities bankable for European Investment Bank (EIB) financing by providing technical assistance and advisory services to cities, especially project promoters and municipalities. The first phase of FELICITY focused on Brazil, China and Mexico, whilst the follow-up phase focusses on Ecuador and Indonesia. As project preparation facility, FELICITY will support project promoters and municipalities to meet international climate finance criteria. The objectives are to enable project promoters to prepare their projects in line with EIB’s requirements for lending, including to specify the project promoters’ needs for capacity development; and to define lessons learnt from these projects.
