Supporting Article 6 Cooperation - SPAR6C

The German Federal Ministry for Economic Affairs and Climate Action (BMWK) is supporting Zambias engagement in international markets through the Supporting Preparedness for Article 6 Cooperation (SPAR6C) programme. SPAR6C is implemented under the leadership of the Global Green Growth Institute (GGGI). In addition to Zambia, SPAR6C supports government partners in Colombia, Pakistan and Thailand in several key areas of preparedness:

  • Medium- and long-term emissions planning: This could include technical support for the implementation and action planning of a countrys Nationally Determined Contribution (NDC), the development of a Long-Term Strategy (LTS), updates to the NDC, or other technical studies that could inform the identification of sectoral mitigation actions and/or the setting of baselines and targets.
  • Development of governance frameworks: This could include technical assistance to develop criteria for approval and authorization of mitigation activities for Article 6 transactions, recommendations on how to avoid over-selling and maximize co-benefits, and support for institutional design and development of standard operating procedures for government and private sector actors involved in international carbon transactions.
  • Development of mitigation activities: This could include the development of pilot mitigation activities at the project, program or policy level.  

SPAR6C integrates output-driven capacity building into all of its in-country technical assistance workstreams, including for private sector stakeholders. Activities also extend to the academic and research sectors, encouraging professors and students to undertake research that links their areas of study or expertise to their countrys international carbon market engagement through the Community of Practice for Article 6 Implementing Countries (CoP-ASIC).
