Zambia’s gradual transfer of state functions from the central level to local governments was accompanied by fiscal decentralization. GFA supported the implementation of Zambia’s Intergovernmental Fiscal Architecture (IFA) by advising the GIZ "Decentralisation for Development” program and its partners with regard to the transfer of government functions from national to local level and improving local revenue management. The project aims were to ensure that the local governments comprise sufficient resources for service provision to their citizen and that the transfer of money is managed in an efficient, fair and transparent manner. Specific tasks include assessing the current state of progress and issuing recommendations on further changes to the IFA with respect to adequate financing and accountability arrangements (downward and upward) of the transferred functions.
