Lebanon Energy Efficiency and Renewable Energy Finance Facility, LEEREFF
The Lebanon Energy Efficiency & Renewable Energy Finance Facility (LEEREFF) concerned a EUR 80 million global loan provided by EIB (EUR 50 million) and AFD (EUR 30 million) supporting small-scale investments in energy efficiency (EE) and renewable energies (RE) by private companies in Lebanon, with a particular focus on SMEs. The main intermediary and promoter of the project was the Lebanese central bank, Banque du Liban (BDL), which channeled the funds to the final beneficiaries via selected Lebanese banks. The specific objectives of this Technical Assistance (TA) project were to improve the capacity of Financial Institutions (FIs) and to provide support to
- the Project Implementation Unit (PIU) to manage, coordinate and implement LEEREFF; raise awareness in the Lebanese society on financial, economic and environmental benefits resulting from the implementation of EE&RE projects; and effectively coordinate with other institutions active in the market,
- the Financial Intermediaries to select and prepare eligible sub-projects for funding and handle management, reporting and disbursement of funds, and
- the Final Beneficiaries to prepare and structure sub-projects in line with FIs, BDL’s, and EIB’s requirements.
The TA operation contributed to the capacity building and awareness raising for EE/RE projects in Lebanon.
