Financial Support for the Comprehensive Technical Education Initiative (FCTI)

Egypt
KfW, 2025 - 2029
Contract value: 3,531,213 EUR

The German Financial Cooperation (FC) project FCTI supports the Ministry of Education and Technical Education (MoETE) in its efforts to increase the relevance of technical education through the establishment of specialised Centres of Competence (CoCs) in the Egyptian TVET sector. The objective of FCTI is for young adults at the FC-funded schools to benefit from the TE 2.0 reform in terms of job-market-relevant, higher-quality and practice-orientated vocational training. The establishment of new CoCs follows the approach of the fourth pillar of the MoETE’s Technical Education 2.0 Transformation Strategy (TE 2.0): “The transformation of schools through employer engagement and work-based learning”.

The CoCs shall be developed as a brand and quality seal for the provision of high-quality and practically orientated training related to the needs of the regional and sectoral business community. They will support the establishment of new green sectors and the green transition in existing sectors for specific trades with high employment potential, while also providing the required competencies to enhance the environmental performance of related production processes. Students shall receive tailored education that prepares them for employment in the relevant sectors. At the same time, the business sector shall actively participate in the governance of the CoCs and help shape the skills development of their future employees. The sustainable operation of the CoCs is the major challenge of FCTI. Therefore, the inclusion of the business sector as a key stakeholder, particularly in the management and financing of the CoCs, is an important factor in the success of the project.
