Modernization of local public services, MLPS
The project Modernization of local public services (MLPS) is implemented by the German Development Cooperation through GIZ and is financially supported by the German Ministry of Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (SIDA), the Romanian Government, the European Union (EU) and the Swiss Agency for Development and Cooperation (SDC).The aim of the project is to improve framework conditions for a citizen-oriented implementation of regional development policy in priority sectors of local public service provision. The project works along four intervention areas: (1) Policy and strategy advice for improving framework conditions for the implementation of regional development, (2) to improve the coordination and monitoring of regional development strategies, (3) to improve the development and implementation of regional development strategies, and (4) to institutionalize training and capacity development measures. The focus is on the support to four priority sectors: Water supply and sanitation, energy efficiency in public buildings, solid waste management and regional and local roads. In particular, the project supports LPAs (rayon and local administrations) in project planning and implementation, including funding, maintenance and operation.
