Audit of the operations of Voda Donbassa
Voda Donbassa (VD) is a municipal enterprise that provides water and wastewater services to approximately 5 million people in 300 towns and villages in the Donezk region of eastern Ukraine, covering both government- and non-government-controlled areas. The infrastructure is subject to damage from hostilities and is difficult to access during hostilities to carry out routine operations and maintenance. The overall objective of the audit was to provide a clear picture of the current financial, economic, operational and organizational capacity of Voda Donbassa in order to have a basis for providing strategic direction and guidance to become a technically and financially stable and sustainable organization. Specific objectives included:
- Present the regulatory framework under which Voda Donbassa has been operating
- Audit the regulatory reporting forms completed by Voda Donbassa
- Conduct an operational assessment of Voda Donbassa
- Establish appropriate indicators to assess the companys capacity and performance
- Benchmark the companys performance
- Understand current operational and strategic challenges faced by Voda Donbassa
- Propose strategic actions and directions
