The aim of the project is to assist the Brazilian government in the adoption of a Regulatory Impact Analysis (RIA) to evaluate different design options involved in the creation of a National GHG Emission Reporting Program (PNR-GEE).

 The main objectives of the PNR-GEE are: 

  • To generate information to assess the suitability, opportunity and potential impacts of the adoption of economic instruments for mitigation of GHG emissions;
  • To develop indicators to assess the competitiveness of sectors against international competition;
  • To generate data to assist the monitoring, evaluation and continuous review of sub-national plans and programs for the mitigation of GHG emissions. 

This project will (1) design technically and methodologically sound registry system options that meet the needs of possible future carbon pricing and/or other mitigation policies aimed at by the government, (2) assess the impact of implementation and maintenance of different possible types of registry systems, while (3) actively engaging stakeholders in consultations and communications, facilitating the acceptance of the chosen registry design while understanding national needs for tailored solutions.
