The Climate Policy Program (Programa Política sobre Mudança do Clima - PoMuC), was an international cooperation program between the Brazilian and the German Government in the framework of the International Climate Initiative of the German Federal Ministry of Environment, Nature Conservation, Nuclear Safety and Building (BMUB). It aimed at contributing to the successful implementation of selected topics of Brazil’s Climate Policy. The programm supported the Ministry of Environment of Brazil in developing and implementing a transparency system including monitoring, reporting and verification of actions and support to track and demonstrate progress of implementation of the national climate policies including the Brazilian Nationally Determined Contribution (NDC). Further, it supported the implementation of the national adaptation plan, the improvement of the performance of the national Climate Fund and other climate financing issues. Finally, the program worked in cooperation with the Ministry of Finance on the assessment of regulatory impact of a greenhouse gas (GHG) reporting program. This component led by a consortium composed of GFA Consulting Group (consortium leader), WayCarbon and the Umweltbundesamt Österreich (UBA) aimed at preparing a decision making process on the establishment of a Brazilian Carbon Market or other economic instruments e.g. a Carbon Tax approach.
